2022-2023 SANCTIONED TOURNAMENTS

*Teams playing in August 2023 tournaments sanctioned by VYSA must use 2023-2024 rosters.

UT = Unrestricted Tournament:  A tournament that is open to all Federation affiliated participants.  Any tournament that allows international participants must be an Unrestricted Tournament.

RT = Restricted Tournament:  A tournament that is open only to members of US Youth Soccer and its State Associations.

TOURNAMENT APPLICATION INFORMATION The following must be submitted to the State Office. Tournaments will not be approved until all signatures are received.

2.  US Youth Soccer Tournament Hosting Agreement – Signed by President of Club or League or Designee and Tournament Director

HOUSING SERVICE INFORMATION
A Tournament can mandate a housing service, but the tournament must submit housing information to the State Office with their tournament application and it MUST be included in the tournament rules.

CANCELLATION
If your tournament is canceled – Notify the State Office immediately at 540-693-1430 x213.

POST TOURNAMENT REPORT

The hosting organization MUST submit a post tournament report to their National State Association within thirty (30) days after the conclusion of the tournament or games. This report must include:
1.  A list of State Associations whose teams attended your tournament & how many teams from each State Association attended
2.  A list of winners and runners-up in each age group and/or division
3.  A list of yellow and red cards issued and to whom
4.  A list of how many fields were use
5.  Where the fields were located

PLEASE INCLUDE THE FOLLOWING IN YOUR TOURNAMENT RULES:


HEADING RULE AT AGE GROUP DIVISIONS U11 AND YOUNGER
Whenever the ball strikes a player in the head, play is stopped. The proper restart depends upon whether the player deliberately played the ball with his or her head. If deliberate, the proper restart is an indirect free kick to the opposing team. If this occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred. If the play by the head is deemed in advertent, then the proper restart is a dropped ball.

U9 & 10 BUILD OUT LINES
1. When the goalkeeper has the ball, either during play (from the opponent) or from a goal kick, the opposing team must move behind the build out line until the ball is put into play.  Once the opposing team is behind the build out line, the goalkeeper can pass, throw or roll the ball into play (punting is not allowed). After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal. If a goalkeeper punts the ball, an indirect free kick should be awarded to the opposing team from the spot of the offense.  If the punt occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at nearest point to where the infringement occurred. 

2.  Offsides: The buildout line will also be used to denote where offside offenses can be called. Players cannot be penalized for an offside offense between the hallway line and the build out line. Players can be penalized for an offside offense between the build out line and goal line.

EASTERN REGION POLICY REGARDING APPLICATION TO HOST A TOURNAMENT
Region I has established the following policy concerning permission to travel when attending US Youth Soccer sanctioned tournaments in Region I. The purpose of this policy is to make it as simple as possible for the US Youth Soccer Region I teams to travel to tournaments within Region I. The new policy states that any US Youth Soccer State Association teams within Region I that are accepted into a tournament in Region I, do not need permission to travel papers. Permission to Travel is not required in friendly games within Region I.

IF YOUR TOURNAMENT IS UNRESTRICTED, THE FOLLOWING MUST BE IN YOUR TOURNAMENT RULES:
Teams that are members of organizations of the United States Soccer Federation but not members of US Youth Soccer (such as AYSO, SAY, US Club Soccer or Super Y Leagues) DO NOT have to have a US Youth Soccer Application to Travel form (although that team’s organization may require that the team have permission). An approved team roster does need to be provided to tournament officials, along with current player passes from its organization.         

VYSA TOURNAMENT AND GAMES SANCTIONING POLICY

Obtaining a sanction for a VYSA event that involves children playing soccer with paid referees will insure that those who participate are not taken advantage of. With a sanction, referees will be certified, the money collected will be spent for the event and rules will be written that will insure equality for each team that pays and participates in the event. Deciding on what is a game and what is a tournament was tasked to a Board committee at a VYSA Board of Directors meeting.


In order to set some guidelines for tournaments held in VYSA with only VYSA members participating, the following has been approved as policy of VYSA and has been added to the tournament information sent to our members.

For the purpose of this sanction, the event or games may be called scrimmage, festival, friendlies, games or by any other creative name. The length of the playing periods for these games may be any number of minutes as defined by those holding the event.

An event will be termed a tournament or games and require sanctioning if a group of teams, clubs, leagues, or any members of VYSA come together to play and any one (1) of the following is part of the event:

  1. More than 16 teams are involved
  2. Fees are collected and are over and above the actual cost of the referees and the facility
  3. T-shirts or tournament souvenirs are available (whether gift or sold)
  4. A hotel booking service is used for the event
  5. There is an official recognition of standing or awards are given

If none of these items apply, sanctioning is not required, however, any rules already in place in the US Youth Soccer Travel and Tournament Manual will continue to apply. Please note: Sanctioning is always required if any of the teams participating are from another State Association.

REQUEST TO HOST TOURNAMENT INVOLVING FOREIGN TEAMS

Submit the following paperwork to the VYSA State Office 60 days prior to the tournament. Once approval is granted by VYSA, the applications will be forwarded to US Soccer:

  1. Checklist to assist in submitting Paperwork to Host Foreign Teams
  2. Application to Host A Tournament or Games Involving Foreign Teams
  3. Hosting Agreement for a Tournament or Games Involving Foreign Teams
  4. Ted Stevens Olympic and Amateur Sports Act
  5. A check for $75.00 (non-refundable) payable to US Soccer
