REGULAR MEETING - BOARD OF DIRECTORS
March 16, 2011

The regular meeting of the Board of Directors of the Virginia Youth Soccer Association, Inc., was called to order by President Denise Edwards at the Ramada Plaza Richmond West Hotel at 7:40 pm. Board members present were:

 Board Members Bob Maynes, Tom Gross, Roger Underhill, John Singleton, and Robert Helms were excused.  Also present were Julie Caramanica (VYSA Administrator) and Gordon Miller (State Technical Director/ODP Chair).
 
Board members introduced themselves to new Board member Karen Klumpp.
 
APPROVAL OF PREVIOUS BOARD MINUTES
A motion was made and seconded to approve the February 16, 2011, minutes.   The minutes were approved.

TREASURER’S REPORT
The Treasurer’s Report (Attachment A) was distributed.  Jim Bonfils reported that Finance Committee meetings are scheduled over the next two months.  He noted that investments continue to grow.
 
STATE ADMINISTRATOR’S REPORT
The State Administrator’s Report (Attachment B) was distributed.   Julie Caramanica reported that notices detailing Spring registration fees and data have been sent by e-mail through Constant Contact.  Both fees and data are due April 1st.
 
The Office was asked about posting photos on FaceBook.  Julie contacted Bollinger Insurance, and received information about how parents can keep their child’s picture from being posted on the internet or in newspapers, etc. Bollinger made recommendations and referred parents who do not wish their player’s photos to appear on the internet to a web site.  Board members asked this information be posted on the web site and an e-mail be sent to all clubs with this information.
 
Convention statistics are almost completed and are available for those interested.
 
The Recreation Committee is holding a District Financial Meeting on March 28th at the Fairview Park Marriott specifically for Northern Virginia and DC Recreation Clubs.  Northern area Club presidents, vice presidents, treasurers, and administrators are invited.
 
Julie asked Board members to notify the office when they will be away so the staff can better manage activities and prepare ahead when needed.    
 
TECHNICAL DIRECTOR’S REPORT
The Technical Director’s Report (Attachment C) was distributed.  Gordon Miller reported       that the 1995 VYSA Boys ODP team won the US Youth Soccer National Championship this past month. Coaches for that team are Grant Smith, Chris Pearson, and Matt Badiee.  Gordon thanked Hugh Sullivan (Boys ODP Chairperson) and VYSA President Denise Edwards for attending.  Denise spoke very highly of the players and how they comported themselves throughout the competition. She said they were extremely courteous and noted their parents and coaches can be proud of them.  Gordon also complimented the club coaches for their work with these players.
 
The Virginia Friendlies were held in Williamsburg, with over 140 matches played.  Gordon thanked Matt Badiee and Linda Polk for their hard work in making this such a successful event.
 
The Boys 96 and 97 ODP teams are traveling to Cologne, Germany, in April.
 
Gordon and Paul Shaw have conducted several Coaching Education clinics in clubs, and have more scheduled.   VYSA offers continuing education for those who have successfully completed E certificate and D license courses.  A Level I course is for those who hold an E Certificate and a Level II course is for those who hold a D license.  A half-day Level II clinic was held in Centreville, with 16 coaches attending.  Four new staff members have been fully apprenticed.  Upcoming events include:
• A Goalkeeping Clinic at Longdale Park in Glen Allen, April 3, 2011
• USSF C License Course in Fredericksburg, August 11-14 and August 18-21, 2011
• National Youth License Course in Fredericksburg, June 17-19, 25, 26, 2011
 
Sam Snow will be working with some youth clubs while he is in town for the TOPSoccer Symposium this coming weekend.
 
Paul attended the US Youth Soccer Workshop and conducted a session there.
 
TOPSOCCER REPORT
Bob Sokolinsky, TOPSoccer Chair, reported that the Region I TOPSoccer Symposium will be held this weekend at the Walter Reed Community Center.  Loudoun Soccer Club is the only Virginia club that is attending.  Auke Wiersma, Region I TOPSoccer Chair, and Sam Snow will be conducting clinics.  Bob thanked Bruegger’s for donating bagels for the event.  He noted that he is hoping to include TOPSoccer in the Kohls Cup.
 
VYSA is required to run a state TOPSoccer course annually.  Bob reported that he and Paul Shaw are the only two qualified as instructors in the state.  Bob is working to bring TOPSoccer to the forefront in Virginia, as we are behind other states.
 
SOCCER ACROSS AMERICA
Steve Bender reported that PWSI is planning a Fiesta event for April 23rd  at Tyrell Park in Woodbridge. Springfield/South County Soccer Club will hold two Soccer Across America events this summer before its Fall registration.  Events in Manassas and Loudoun are also planned.  Steve Bender reported that he conducted a presentation on Virginia’s fiestas at a Soccer Across America Workshop in Kentucky.
 
ADJUDICATION COMMITTEE REPORT
Julie Caramanica reported for Barry Finkelstein that the online referee abuse and assault form has changed.  The only report now required is online.  Forms no longer need to be printed and mailed to the State Office.
 
The Adjudication Manual is now posted on the VYSA website.
 
REGISTRAR TRAINING
Debi Honaker noted that some concerns have been expressed about the required registrar training rule that was passed at last month’s meeting. She clarified that registrars who have a legitimate excuse for missing the registrar training at the VYSA Convention may be excused and that individual circumstances will be considered. Every attempt will be made to make the necessary training available to all registrars.  It was noted that interaction with other registrars is helpful, but consideration will be given to those unable to travel. Video-conferencing was suggested.
 
SECRETARY’S REPORT  
A request for membership from Clinch River Soccer Association, which is in southwestern Virginia at the border with West Virginia, was received.  Secretary Debi Honaker recommended approval for membership. A motion was made and seconded to accept Clinch River Soccer Association into membership, contingent upon payment of fees. The motion was approved.
 
A report of a registration violation was reported to VYSA.  A hearing may be held.
 
REFEREE RECOMMENDATIONS FOR REGIONAL EVENTS
Recommendations of referees to work at the Region I ODP Tournament, Region I Presidents Cup, and Region I Championships were submitted by the State Referee Committee.  A motion was made and seconded to approve the submitted list of referees to work at those events.  The motion was approved.  It was noted that Bob Perry, SYRA, has been doing a great job.
 
STATE CUP
Anne Thompson noted that the State Cup application deadline is the following day at 4:00 pm.
 
GOOD OF THE GAME
Steve Bender reported that he, along with Paul Shaw, has been attending club coaches’ meetings in Northern Virginia.  He is distributing information on concussions at those meetings as well as reminding coaches about goal safety and encouraging them to take advantage of Coaching Education opportunities.  Prior to each meeting he and Paul Shaw have discussed what that particular club has done in the past and any courses scheduled for this year so that they can present a coordinated approach from VYSA.  
 
There being no further business, the meeting was adjourned at 9:00 pm.
