The regular meeting of the Board of Directors of the Virginia Youth Soccer Association, Inc., was called to order by President Denise Edwards at the Hyatt Regency, Crystal City, at 6:00 pm. Board members present were:

Board member Ken Halloway was excused. Also present were Julie Caramanica (VYSA Administrator), Gordon Miller (State Technical Director/ODP Chair), Larry Monaco (Adjudication Committee Co-Chair/SYRA), Tom Halstead (Adjudication Committee Co-Chair), Linda Sadler (Touchline Chair), Robert Ziegler (Touchline Editor), and additional guests who were attending the Workshop.
A correction was noted for the November and December minutes. Bob Maynes’ title was listed incorrectly as Boys North Travel Commissioner. He was appointed to North Recreational Commissioner and vacated the Boys North Travel Commission position in October. The December minutes were approved as corrected.
TREASURER’S REPORT
The Treasurer’s Report (Attachment A) was distributed. Jeff Skigen noted that the Finance Committee will begin the budgeting process for the next fiscal year in March.
REGISTRAR’S REPORT
The State Registrar’s Report (Attachment B) was distributed.
STATE ADMINISTRATOR’S REPORT
The State Administrator’s Report (Attachment C) was distributed.
CHEVY CUP
Julie Caramanica reported that two clubs have volunteered to host the Chevy Cup Tournament. The VYSA Richmond Strikers Chevy Cup Tournament will be held during Memorial Day weekend and the VYSA Lafayette Chevy Cup will be held as the recreational part of their June Fiesta. This fulfills our sponsorship obligation with Chevrolet.
FIELD’S REPORT
The Fields Report (Attachment D) was distributed.
NEW BUSINESS
Denise Edwards introduced Peter Wolk who spoke about procedures for filling open board positions. According to VYSA By-Laws, all vacancies are to be filled by majority vote of the remaining Directors and ratified by the Membership at the next general meeting. In answer to questions, Peter stated that, according to the By-Laws, the general elections are filled by a nomination process, that there is a fixed time for general membership meetings, and that elections must take place in June.
The Board went into Executive Session.
When the Board returned from Executive Session, Denise Edwards reported: Tom Halstead was appointed Boys Southeast Travel Commissioner; an ad hoc executive committee was established; and the vice-president’s position will not be filled until election by the Membership in June.
SECRETARY’S REPORT
George Sadler reported the Home Team Youth Soccer Association, a recreation club in the Richmond area, had applied for membership. He recommended that they be approved for membership, pending payment of all fees. A motion was made and seconded to approve the Home Team Youth Soccer Association for membership. The motion was approved.
The meeting was adjourned at 8:30 pm.
