VYSA ANNUAL GENERAL MEETING
June 19, 2010
The Annual General Meeting of the Virginia Youth Soccer Association, Inc. was called to order by Vice President Ray Greenberg at the Sheraton Richmond West at 10:20 am after all members were checked in.
Ray Greenberg explained that President Denise Edwards was unable to attend due to an illness in her family.
Bob Maynes, North Recreation Commissioner, reported for Denise Edwards on the progress of the potential field complex effort. Bob explained that Denise Edwards and Gordon Miller began this effort 5 years ago to obtain land on which to build 10 fields, a State Office, and a facility with meeting room space and lockers in Spotsylvania. The value of this complex will be in excess of $4 million. Land agreements are in progress and remain confidential until negotiations are completed between VYSA, two land owners and county officials and a determination on a conservation easement is made. VYSA is nearing completion of terms regarding an operating agreement that will not become binding until VYSA accepts the land.
Bob was asked whether member organizations will pay additional fees to fund this complex. Bob noted the intent is to have this be a State Complex to be used predominantly for State Cup, ODP, Coaching Education, and meeting space. It is hoped to be used for Regional and National events, but can be rented by other entities. VYSA funds are available to begin field work.
Ray Greenberg reported that representatives from each member club or league were asked to sign in on arrival. The following members were present: Annandale Boys and Girls Club, Arlington Soccer Association, Chantilly Soccer Club, Churchland Soccer League, DC Stoddert Soccer League, Loudoun Youth Soccer Association, McLean Youth Soccer, Soccer Organization of Charlottesville-Albemarle, Southside Indoor Soccer, Vienna Youth Soccer, Virginia Beach Travel Soccer, Inc. /Neighborhood Youth Soccer League, Virginia Rush, National Capital Soccer League, SOCA-Skyline Soccer League, Virginia Club Champions League, Virginia Soccer League, Inc., Washington Area Girls Soccer League. A quorum was established.
A motion was made and seconded to approve the minutes of the June 27, 2009, Annual General Meeting. The motion was approved.
Vice President Ray Greenberg presented the proposed 2010-2011 VYSA Budget for approval. A motion was made and seconded to approve the proposed budget. He noted the few changes from the prior year’s budget. The motion to approve the 2010-2011 VYSA Budget (Attachment A) was adopted.
Vice President Ray Greenberg chaired the elections. The Chair announced the following individuals had been nominated for Officer Positions: Denise Edwards for the position of President and Jim Bonfils for the position of Treasurer; and that each had accepted the nomination.
The Chair called for nominations from the floor for the Officer positions. There being none, the Chair declared the nominations closed. A motion was made and seconded to declare the nominees for President and Treasurer elected by acclamation. The motion was approved.
The Chair announced the following individuals had been nominated for Recreational Commissioner positions on the VYSA Board of Directors: Steve Bender for the position of North Recreational Commissioner; Tom Gross for the position of DC Recreational Commissioner; and Bob Sokolinsky for the position of Southeast Recreational Commissioner; and that each had accepted the nomination.
The Chair called for nominations from the floor for the Recreational Commissioner positions. There being none, the Chair declared the nominations closed. A motion was made and seconded to declare the nominees for North Recreational Commissioner, DC Recreational Commissioner, and Southeast Recreational Commissioner elected by acclamation. The motion was approved.
The Chair explained the Travel League Commissioners represent the six largest leagues in VYSA. SOCA Skyline registration numbers have exceeded those of Blue Ridge Classic league, so will now take that position on the Board.
The Chair announced the following individuals had been nominated for Travel Commissioner positions on the VYSA Board of Directors: Robert Helms was nominated by NCSL for the position of NCSL Travel Commissioner; Anne Thompson was nominated by WAGS for the position of WAGS Travel Commissioner; and Bill Mueller was nominated by SOCA Skyline for the position of SOCA Skyline Travel Commissioner; and that each had accepted the nomination.
Since no other nominations could be made for the Travel Commissioner positions, the Chair declared nominations closed. A motion was made and seconded to declare the nominees for NCSL Travel Commissioner, WAGS Travel Commissioner, and SOCA Skyline Travel Commissioner elected by acclamation. The motion was approved.

Vice President Ray Greenberg presented a proposed amendment to the By-Laws that was timely submitted for approval. A motion was made and seconded to amend the bylaws to require all nominations for elections to be submitted at least 15 days prior to the AGM, which would no longer allow nominations from the floor. After some discussion, the motion was approved.
Reports to the membership were made. Ray Greenberg reported for the Adjudication Committee that few hearings had been scheduled, but two incidents reported most recently will be heard this month.
State Administrator Julie Caramanica reported that the VYSA Soccer Convention (formerly called Workshop) is scheduled for January 21, 22, 2011 at the Hyatt Regency Crystal City in Arlington, VA. She encouraged all member organizations to send their members to attend and learn about their areas of interest in soccer.
Julie reminded the membership that awards nominations will be posted soon. She encouraged member organizations to recognize those who have contributed to the success of their organizations by nominating them for the many awards offered each year. She announced that two members chosen for VYSA Awards were also selected at the Regional and National levels. Aaron Brunner and Stephanie Myrick, both of PWSI, were selected for Region I and US Youth Soccer Awards. Aaron Brunner was awarded Boys Competitive Coach of the Year and Stephanie Myrick was awarded Female Young Referee of the Year.
Clubs and leagues were reminded to send all final registrations to the State Office before the end of the seasonal year.
State Cup and Presidents Cup Chair Anne Thompson reported that both Cups play to champions in State, Regional, and National competitions. Teams may compete in both with the exception of teams that finished in first or second place in State Cup the prior seasonal year. She noted the Region is still working through policies for Presidents Cup.
A motion was made and seconded to ratify the actions of the Board for the past year. The motion was approved.
There being no further business, a motion was made and seconded to adjourn the meeting. The motion passed. The meeting was adjourned at 11:05 am.
